ITANAGAR, Dec 16: All Nyishi Unemployed Youth Organization (ANUYO) has appealed to all the political parties not to communalize the present political situation and to refrain from using name of Nyishi community. The Nyishis will not tolerate any untoward incident to its community following the present political unrest, it added. The organization further requested all concern not to make comment on social media which may create unrest among various tribes of the state.
While condemning the tussle for power it said politics for power will lead to unstable situation in the state and in such a situation the general public are at the receiving end. Alleging that society based politics prevailing in state capital, the organization said it only creates immense problems for the common people.
It further urged the students and youths organizations of all communities and common people not to indulge in politics in the prevailing political situation. There are sufficient provisions in the Constitution to settle the political issues and involvement in politics by the organizations hamper development activities, the organization observed.

Cleanliness drive conducted
ITANAGAR, Dec 16: Galo Students Union (GSU) has conducted a cleanliness drives in Govt Higher Secondary School, Liru, Govt Middle School, Lipu, Poi Vidya Niketan and market place in Likabali township on December 14 last. Dustbins were also provided in market area during the cleanliness drive.

The Deputy Speaker has admitted a composite floor test motion tabled by 11 BJP members and two Independent MLAs seeking “want of confidence motion in the Council of Ministers headed by Nabam Tuki and confidence in Kalikho Pul, a member of the House to head a new Council of Ministers and it’s swearing in”.
Meanwhile, Deputy Speaker TN Thongdok while talking to reporters outside the Rajbhavan this evening informed that they have submitted proceeding of today’s session to Governor to take final call.
He also added that new government will be formed led by Anjaw MLA Kalikho Pul with support of BJP.
Norbu also said that 26 Congress MLAs remained absent in today’s session. Pema Khandu, Kumar Waii and Thongdok had met the Governor. The Raj Bhavan Secretariat has acknowledged that proceedings of the day including video recordings have been received.
Meanwhile, State Cabinet said that the action of former Deputy Speaker holding session of Arunachal Pradesh Legislative Assembly outside Vidhan Sabha is not only patently illegal and unconstitutional but also is a part of larger conspiracy hatched amongst disqualified Congress MLAs, BJP MLAs, Central Government, and the Governor.
The former Deputy Speaker exceeding his jurisdiction, first quashed the Order and Notification of the Speaker disqualifying 14 Congress MLAs, who had voluntary given up their membership and then unauthorisedly held session of the State Assembly outside Vidhan Sabha, said a statement.
“Under the scheme of the Constitution of India the Deputy Speaker does not have any jurisdiction or power to sit over in appeal and quash decisions of the Speaker as he himself has been disqualified. 14 Congress MLAs were disqualified since they had voluntarily given up their membership as interpreted by the Supreme Court in several judgments. This disqualified was strictly in terms of Article 191 (2) read with Schedule 10 of the Constitution of India, Para 2 (1) (a), 6 (1) & (2) and Rule 3 (7) and 6 of the Members of Arunachal Pradesh Legislative Assembly (Disqualification on ground of defection) Rules, 1987”.
The MLAs once disqualified cannot be reinstated by the Deputy Speaker. There is no
such precedent in the history of democratic India. This is evident from said patently
illegal conduct of the former Deputy Speaker that he is playing in the hands of power
hungry BJP and disqualified Congress MLAs, the Cabinet observed while adding that
Constitution of India does not vest any power on the former Deputy Speaker to hold
session of the State Assembly at such place as he deems fit. The Speaker has already
declared the Order and Message dated 09.12.2015 of the Governor to be illegal since
the same was passed in teeth of the Constitution of India. This Order of the Speaker
has affirmed the plea of the Government of Arunachal Pradesh that Order and Message
of the Governor are patently illegal and non-

The proceeding was attended by 11 BJP Members, 2 Independent and 21 from the Congress party, including the 14 disqualified MLAs whose disqualifications were quashed by the Deputy Speaker. 26 Members of the ruling congress party were absent from the session.
Giving a brief background on the situation leading to the conduct of the assembly at the hall, Deputy Speaker, TN Thongdok informed that the decision to have the sitting was necessitated because the gates of the legislative assembly was locked at the orders of state government led by Nabam Tuki and Nabam Rebia.
Leader of Opposition, Tamiyo Taga moved the motion for removal of Speaker.
Interestingly, former Secretary of Goa Legislative Assembly, R. Kothandaraman advised the Thongdok on the proceedings of the session.
Deputy Speaker Thongdok informed that the Legislative assembly shall resume tomorrow 10 am at the Assembly Hall or at any preferable hall.
Earlier, in morning at the Arunachal Pradesh Legislative Secretariat, the MLAs consisting of the Kalikho Pul camp and the BJP MLAs who had come for the proposed legislative session found the entrance gates of the assembly locked.
The Speaker by an order had sealed the gate of the State Assembly and no one was allowed to enter the Assembly premises.
In the meantime, the MLAs of the Tuki camp also reached the spot and both group had intense arguments on the issue of the locking of the gate.

ITANAGAR, Dec 16: Likha Maj has lodged an FIR against Kalikho Pul at Itanagar police station for allegedly leveling serious allegation against him in social media.
Citing the audio clipping which is being circulated in social media where a man alleged to be Pul is heard having conversation leveling serious allegation against Nyishi community and against him, Maj, in his FIR, said that he was alleged of earning crores of money in the name of PDS work after producing forged documents without doing any physical work.
“I have done all the work after fulfilling the official norms. The bills submitted by me is being checked and passed by the concerned Deputy Commissioner of the respective district and the said bills have also been thoroughly checked by the FCI authorities. Moreover, some bills were paid in terms of the Court orders and I draw my bills in respect of the work I have executed,” Maj said in his FIR.
Citing the conversion in audio clipping wherein Maj and two other people were alleged of asking pocket money during student life from Pul, Maj said that totally false allegations leveled by Pul has defamed his hard earned reputation and public image.
Moreover, he said, the person in the audio clipping has made serious communal and provoking allegations against the entire Nyishi community.

Barring few, almost all of the sports competitions in the Mini Olympics were completed on the penaltimate day today.

2nd Edition of Orange Festival
DAMBUK, Dec 16: The 2nd edition of four days Orange Festival of Adventure and Music has began amidst large gathering of adventure and music lovers at an Orange orchard at Akoko Village on Tuesday.
Ravi Dhawan, Deputy Commissioner of Lower Dibang Valley District flagging off the event said that the four day carnival is a unique opportunity for the people of Lower Dibang Valley District to showcase their culture and tradition to the outside world.
He further said that, “the true recognition to the pains taken by organizing committee would be by harnessing the potential of the festival by building up home stays as well as organizing adventure sports activities through out the year”.
He further said that the state as well as national govt is doing their bit in terms of building all weather road connectivity in the area and “on our part we should contribute by making Orange Festival a permanent feature of this beautiful place”.
He complimented the Organizing Committee, the Indian Army and Abu Tayeng, who is the main driving force behind the successful conduct of the festival.
Gum Tayeng, Parliamentary Secretary for WRD cum MLA Dambuk who is also the Chief Patron of the Orange Festival while highlighting the objective behind Orange Festival said, “the main idea is to bring in people from all over the world to explore the untouched, natural beauty of our home and also to experience the local way of life and culture”.

ITANAGAR, Dc 16: The Arunachal Pradesh women football team left for Kokrajhar, Assam yesterday to participate in the 21st Senior Women’s National Football Champion 2015 to be held from December 18 to 23. Arunachal will play against host Assam in the opening match on December 18. Kipa Bharat and Kabak Yanu are the Coach and Manager of the team.

The extremely high level of pollution in national capital Delhi has become matter of serious concern for everyone. High level of pollution is posing serious health hazards. The seriousness of situation has forced Delhi government as well as Supreme Court of India to take note and initiate several measures to curb down the pollution. In a landmark ruling aimed at curbing the alarming pollution level Supreme Court today banned the registration of all diesel SUVs and luxury cars with engine capacity of 2000 cc or more in the entire National Capital Region till March 31 next year.

to enter the capital through National Highways 1 and 8. Apex court also ruled that
private cabs operating in the city should convert to Compressed Natural Gas or CNG

Our politicians can give speech taking pride in the fact that ours is a young country, but they are not interested in developing this huge human potential. Being a backbencher in Human Development Index, our political leaders fight shy of seeing how inclusive growth is a must for getting a better place in the class of civilised welfare states. Without trying to get a better bench by giving top priority to the welfare of the people, our leaders are tend to follow school backbenchers who resort to all sorts gimmicks to cover their inability. It is difficult to find a family whose head manages resources curtailing expenditure in health and education to finance travelling foreign countries like Chad (read the moon) and Mongolia ( read Mars) while 39 per cent of his children stunted and 35.6 per cent of the family members illiterate. It is a mockery to the idea of welfare state. Ramanan Laxminarayan, vice president of Public Health Foundation, New Delhi has rightly said, “ We’re staring India at the largest loss of human potential in history”. India is still home of 40 million stunted children.

Another myth that has been nurtured to cover up India’s lack of investment in human development is India being too densely populated to achieve inclusive growth. But this argument does not hold water either. The density of population is 436 per square kilometre in India but it is 501 in The Netherlands. While the former is stuck at the HDI rank of 135, the latter is at the 4 th position with a score of whooping 0.915. India needs to invest heavily on social sectors to turn huge human resources from a liability to an asset.
The United States of America in particular and European countries in general have
promoted themselves from police state to welfare state. The welfare state which ensures
freedom of an individual as well as guarantees his or her social security is a synthesis
of the thesis of capitalism and antithesis of socialism. Surprisingly, India is made
to walk backward from welfare state as enshrined in our constitution to a canibalistic
state of survival of the fittest that has been discarded by the civilised countries.
The disinvestment policy and the policy of gifting the education and health sectors
to the private players without meaningful control negate the concept of welfare state
as it causes unemployment and robbing of one’s social security. The employment to
population ratio is a clear indicator of what is the general outcome of our liberalisation
policy. While employment to population ratio was 58.6 per cent in 1994, it has, alarmingly,
come down to 52.2 per cent in 2013. The liberalisation policy helps carry coal to
Newcastle leaving the suicide door open for the unemployed who have, now, become
almost half of the employable persons in our country. Unemployed receive a handsome
allowance from the state in the countries like the United States of America but there
